Pyrenees Mediterraneum

The e-MTA Campus stands out for its already consolidated progress in setting up a Pyrenees-Mediterranean Cross-Border Group. It also stands out for its aim to reinforce it by including courses, aligning strategic research fields and transfer, student and teacher exchanges, and the bet on a common vision of the role the university must play in the region. The e-MTA Campus universities, for the Spanish side, and, for the French side, the universities of Perpignan Via Domitia and Pierre et Marie Curie (Paris VI) , the latter through its Banyuls-Sur-Mer Oceanological Observatory, signed in 2010 a framework collaboration agreement. They signed the agreement with the aim of systematising, consolidating and strengthening an already existing cooperation between the universities. For that purpose, the universities created the Pyrenees-Mediterranean Cross-Border Research and Higher Education Group (PRES-PM) in Spain, and a cross-border Pôle de Recherche et d’Enseignement Supérieur in France.

Since then, there has been a great deal of progress made. The signature of the agreement and the by-laws, as well as the preparation of a strategic plan are an evidence for such progress. We must also point out that the funds obtained from the Reinforcement 2010 and 2011 programmes have contributed to this fast progress. The process has already begun to create a legal instrument for a European Grouping for Territorial Cooperation (EGTC), in accordance with the parameters of European territorial cooperation. The proposal has already been submitted to the competent ministries in Spain and France. It has been decided that the physical location of the headquarters of the PRES-PM will be in Figueras (Girona) and there are negotiations with the city council so it provides a building to develop the project management. The strategic plan refers to Tourism and Water as main strategic fields of the PRES-PM, along with energy and Catalan culture. This campus of excellence project will be the basis for developing the strategic areas for this cross-border group of universities in a geographical region with shared history and culture.

It is worth pointing out that the technical committee for the first stage of the CIE 2010 has considered the project to set up the PRES-PM as the best one presented by all the Spanish universities in the cross-border campus category. The project received the highest score (95 points out of 100). The Pierre et Marie Curie (Paris VI) University being 39th in the Shanghai classification (Academic Ranking of World Universities), together with the reinforcement of scientific collaboration with researchers from CNRS of the Observatory of Banyuls-Sur-Mer, will certainly ensure the attraction of talent to postgrad training with international prestige linked to scientific work and excellence in innovation.
