ii. Political Institutions

Both universities are strongly committed to the social and economic structure of their respective territorial areas. Since UIB is the only university in the Autonomous Community of the Balearic Islands, it benefits from the utmost involvement by the Autonomous Government. This is proven by the document signed at its headquarters on 3 March1 which is initially composed of 47 political, scientific and business institutions. The project benefits from the support of the Autonomous Government of Catalonia2 It is thus a project shared by two autonomous communities and can rely on the strengths and potential of both of them.

The integration of the two universities’ projects benefits from formal support and almost a hundred political, scientific and business institutions will directly join it. These include all the main political institutions and those involved in the campus’ areas of specialisation, as well as leading companies in the sectors involved. This paints a picture of a future interaction scenario with vast potential. The Campus’ system of governance must envisage the active participation and involvement of all of them in the activities to be carried out. As a whole, this network of collaborators, in addition to the two universities’ own collaboration, consists of the following main goals: 1) encouraging greater links and interaction by the universities with the region, contributing to the development of it in two such crucial sustainable fields (tourism and water), and 2) becoming a centre of excellence and headhunting in these areas of sustainable tourism and the environment, water and the aforementioned advanced research areas.

The project’s objectives are the same as in the Balearic Islands Science, Technology and Innovation Plan 2009-2012. They are also the same as those contained in the Catalan Government’s Research and Innovation Plan, which has assigned the University of Girona the leading role in all matters concerning water. It identifies the UdG and its region with one of the 10 reference groups in Catalonia, the Food and Agriculture Innovation and Water Group. The integrated project’s alignment with both governments’ scientific objectives has also attracted clear support. In the case of the UIB the additions can be included of the Island Councils of Majorca, Minorca and Ibiza and the City Councils of Palma, Ibiza and Alaior, where the UIB’s Campus is located. Along the same lines, the UdG has included the City Council and Regional Council of Girona in the project. The project’s objectives are also directly related to Sustainable Economy (article 2, definition of sustainable economy, articles 54, 55 and 57 on the dissemination of research results and articles 64 and 65 on the CEI and the purpose of the associates).

Special reference should be made to the Secretary-General of Tourism joining the project, which recognises Sustainable Tourism as one of the Spanish Government’s strategic focal points for the Balearic Islands. This strengthens the UIB’s involvement, through the IMEDEA institute (UIB-CSIC) and other competitive groups, in the pilot project to regenerate Palma Beach, as a model to be exported to other mature tourist areas.
