iii. Objectives and actions

In line with that mentioned above, there are a series of actions (some of which are currently in progress: A.C.1; A.C.2; A.C.3; C.C.8) intended to be carried out within the framework of the e-MTA Campus:

  • Promotion of the PRES-PM within the framework of the Euro-Mediterranean region, with the universities of Pierre et Marie Curie – Paris VI (through the Banyuls Oceanographic Institute) and Perpignan in France. Among the priority lines of research and higher education, we should mention the environment, water and tourism. In particular, progress had been made in the strategic planning process of the PRES-PM with financing in the 2010 Reinforcement call, which continued with the 2011 Reinforcement call, which, among other activities, will include the development of the governance model.
  • Setting up an International PhD School on the e-MTA Campus, including PhDs with a quality award and promoting international and inter-university PhD programmes. The lines of the e-MTA Campus project will be preferentially developed as follows:
    • Sustainable tourism, environment and water, in which shared degrees and mutual acknowledgment of degrees will be promoted within the framework of the PRES-PM universities.
    • Physics, Computation and Applications in which, along with the PRES-PM universities, collaboration with the Max Planck Institute is crucial. This collaboration has already begun with a series of joint workshops of the IFISC with the Max Planck Institute in Dresden.
  • The Eurindia Project, within the framework of the Erasmus Mundus External Cooperation Window programme, with the objective of promoting the mobility of students and researchers. Currently 5 students from India are enrolled in master’s and PhD courses at the UdG.
  • The IMPI Project (Indicators for Mapping & Profiling Internationalisation). This project is being coordinated by the Centre for Higher Education Development (CHE) and its purpose is to develop an instrument so that the internationalisation profiles of the higher education institutions can be measured by means of objective and comparable indicators and to introduce proposals for improving the international positions of the universities. It is financed by the European Commission and a time horizon of 3 years is planned. The main project partners, along with CHE, are the following organisations: ACA (Academic Cooperation Association); NUFFIC (Netherlands Organisation for International Cooperation in Higher Education); SIU (Centre for International Cooperation in Higher Education); CampusFrance and Perspektywy (Fundacja Edukacyjna).
  • TEMPUS Projects. The University of Gerona takes part in various projects in this programme. Its objective is academic cooperation with universities and Higher Education Institutions in countries outside the European Union. Some of these projects are The Center for Curricula Modernisation and Lifelong Learning, led by the UdG; Développer l’Employabilité dans les Filières d’Ingénierie, led by the University of Montpelier; Competence at the University of Prishtina, led by FH JOANNEU and Strategic Management of Higher Education Institutions Based on Integrated Quality Assurance System coordinated by the Katholieke Hogeschool Sint-Lieven.
  • A proposal to set up a European university network linked to the Eurotown network to contribute through the innovation of cities and regions in areas where the universities in the network are located. The Eurotown network has created a work group to handle setting up this sub-network. The UdG already has an Interreg project with 17 partners in 11 countries and that has €1.95 m to make the most of the advantages of globalisation and innovation for SMEs and entrepreneurs in central cities.
  • Strengthening of national and international alliances that could promote the field of sustainable water and environment.
    • Firstly, on a Catalan level, working to collaborate with other prestigious centres in this field: Cetaqua, the technological water centre, participated by the Polytechnic University of Catalonia, the Water Institute of the University de Barcelona, the Catalan Water Agency, etc. The UIB now collaborates with the public company the Water and Environmental Quality Agency of the Balearic Islands.
    • Secondly, on a Spanish level, networking must be promoted with other water institutes (the University of Alicante, the University of Granada, etc.) or obviously with the Cantabria International Campus that, among other topics, focuses on energy and water.
    • Thirdly, on an international level, the aim is to create alliances with centres as important as those in Holland (KWR, Water Cycle Research Institute; Wetsus, Centre of excellence for sustainable water technology), Sweden (Swedish Water House, part of the SIWI, Stockholm International Water Institute) or Switzerland (EAWAG water research) to mention just a few. The starting point could be the current Master’s in Water Science and Technology offered by the UdG. This Master’s would allow access to an international PhD programme, which will include all the research lines that, regarding water, are developed at the Universities of Girona and the Balearic Islands and the centres members of the group. The international nature will be achieved through co-supervision of theses, stays abroad for training researchers (PhD students), participation of international researchers on thesis committees, etc., as well as, if the alliances created permit it, development of joint research lines and programmes with the members of these networks.
    • Finally, there will be joint promotion of the respective master’s in tourism planning and management, currently offered by the UIB, the UdG and the University of Perpignan.

Within the framework of the PRES-PM the strategic goal of this action will be focused on making progress in the project by implementing the strategic plan that has been drawn up. Therefore, a Scientific Council must be set up, composed of people with renown scientific prestige, appointed by the founding members and approved by the Board of Directors, to propose projects that meet the criteria of excellence and quality within the priority lines defined by the Board of Directors.

The process has already begun to create a legal instrument for a European territorial cooperation association (AECT), in accordance with the parameters of European territorial cooperation. A legal instrument is an essential element for creating and acknowledging a cross-border CEI. In this manner, the members of this association undertake a commitment to share their skills and make them available for achieving the largest possible number of common goals. After this, it will be the responsibility of each partner to provide direct and indirect resources, mobilise funds for financing and eventually mobilising human resources to activate this Campus.

Similarly, it has been decided that the physical location of the headquarters of the Pyrenees-Mediterranean cross-border CEI will be in Figueras (Gerona) and negotiations are being held with its city council so that it has its own building to develop the project management.
