5. F-A2b, talent attraction and stimulation


Description of the action

This action aims at creating a permanent and stable fund which allows to attract and keep research and technology and knowledge transfer developing talent. In order to do it the successful Develop your talent programme started in 2010 by one of the agents in the CEI-PM aggregation (Girona University Science and Technology Park) will be extended. This programme grants complementary financial assistance to entrepreneur international talent so as to boost its luring. The programme execution, as well as its dissemination in social networks, resulted in the reception of several proposals among which five companies (from France, Wales, Russia, South Africa and the United Kingdom) were chosen and are presently operative in the park. The first phase will be focused to luring talent in order to complement the funding obtained by talented international researchers in national/international calls (for example, ICREA, Ramón y Cajal, I3, etc.). In this case advice and funding will be offered to help with renting a home near the CEI during the first year’s stay of the researcher or young entrepreneur. In addition, a start-up fund will be established when it is required. This action will be financed jointly by the aggregation institutions.

The second phase complements and is part of the autonomous communities’ programmes ICREA (Catalan Institution for Research and Advanced Studies) and IBREA (Balearic Institute for Advanced Research). It comprises 4 sub-actions. To start with, similar places to Ramón y Cajal ones will be funded and granted to researchers who are focused on transfer and have a 5 year tenure: the aim of this is that, during those 5 years the researcher gets to find a way to carry on with his/her career autonomously, especially by creating a TBC (Technology-based company) or by joining the R+D department of a company. In order to do that, researchers will be offered entrepreneurs specialised advice from FUEIB, in the framework of the RESET programme. The second sub-action is also a 5 year tenure for researchers who are focused to follow an academic career, as a middle stage before being hired for a permanent position by the CEI-PM. Moreover, since in the last few years UIB has kept researchers involved in the I3 programme through permanent contracts, the CEI-PM aims at following the same path and keep new researchers involved in the programme. Finally, postdoc places will also be funded in this second phase.
