1. F-A1a, Development of cross-border campuses


Description of the action

The PRES-PM (Pyrenees-Mediterranean) is the most advanced cross-border campus in Spain, and is strongly involved in institutions at both sides of the border. Since the PRES-PM Agreement was signed in March 2010, and thanks to the support received in the 2010 call, the Strategic Plan has advanced and a Cross-border Project Office has been created, including a support technician. The PRES-PM aims at advancing in the construction of the space for research, teaching and higher education transfer, following the Strategic Plan (Strengthening call 2010) recommendations.

The main tasks to carry out are the setting up of a management structure which fits in with the PRES-PM and the CEI-PM, and the identification of the main points of difficulty which are inherent in the construction of a transnational structure with different legal and political systems.The PRES-PM requests funding to carry out a legal and administrative audit aimed at finding the shortest way to set up a stable cross-border structure. The legal bodies of the universities involved are already working together to prepare the drafts of the Pre-statutory Agreement and the required Statutes needed to apply for the European cross-border cooperation grouping (EGCC) legal status, as it has been considered the most appropriate. Moreover, academic and research aggregation initiatives will be put in place, based on the experience of joint research projects and the high number of existing POCTEFA projects at the member institutions of CEI-PM (ie. Transversalis, directly linked with employability), like joint qualifications (Phd in Marine Microbiology, which will be presented in the Erasmus Mundus 2011 call; Master’s Degree in Marine Diagnosis; Master’s Degree in Global Change; actions leading to establishing joint master’s degree qualifications by means of the existing ones in the various PRES-PM institutions), mobility (the PRES-PM will not become a reality without the exchange of staff, students and graduates at all levels, including the business level), and transfer (meetings between researchers and students at both sides of the border with an interest to set up new companies.
